initialled by clerks in the Colonial Secretary's Office.

Then there is the objection to rubber signature stamps.

Last year, there were 19,017 licenses and permits issued by this

Department, an average of 275 per day. Does anyone contend

that I can find time to sign all these, personally, and satisfac-

-torily perform all my other duties as well, taking into account the fact that it is not a matter of sitting down and signing 275

papers, and have done with it, but these signatures arescattered

throughout the day ? My signature stamp is kept under lock and key, and is only used by me, or in my sight and presence, and even then, only on counterfoil forms which are, in addition, signe by the clerk issuing the documents.. I notice that signature stamps are in use, habitually, by heads of other Departments, notably the Treasury and Police, and have been so used ever since I have been in the Colony.
